Air Conditioning Inspection Reports
All air-conditioning systems with an effective rated output greater than 12 kW will, from 2011, have their energy efficiency assessed at least once every five years. Personnel in control of the technical operation of an air-conditioning system, will become responsible for obtaining an assessment report.
The first inspections should be conducted
- By 4 January 2009 if it is larger than 250 kW,
- By 4 January 2011 if it is larger than 12 kW,
Enforcement will be by the local Trading Standards Department with fines from £300 up to £5000 per building, possibly every 3 months until compliance.
Every report is valid for up to 5 Years in England, however, different rules apply to Scotland & Northern Ireland.
Purpose of the Inspection
To identify opportunities to save energy and reduce operating costs
To give the building owners or operators sufficient information to achieve the reductions identified
The inspection process should be, as far as possible, carried by out by making visual observations.
The inspector may take some test readings
Assessment of efficiency
- To identify factors that affect system efficiency
- It is intended to be a broad view of the system design and the systems operation
- It will not put a numerical value on its efficiency
- It should address areas where the original design intent may now be compromised or could be improved
- It should address a comparison of the system capacity against the cooling load
- It should offer advice on alternative solutions
